Armbruster Introduces Legislation to License Crisis Care Facilities in Ohio
“Crisis care facilities offer many valuable services to vulnerable children when their families are in a time of need,” Armbruster said. “Senate Bill 242 will specifically codify the definition and requirements for these facilities to ensure that the children of Ohio, and those who work to protect them, have access to effective and efficient facilities that meet appropriate requirements.” Crisis care facilities provide support and care services to children whose parents are in an emergency situation and cannot properly care for them until the situation is resolved. Although there are a few of these facilities operating throughout the state, they are currently doing so as group homes with special waivers from the Ohio Department of Job and Family Services which have been approved on an individual basis. This language will specifically address crisis care facilities that care for pre-teens on a temporary, emergency basis. By setting forth specific regulations for this type of facility the state can better ensure that children receive appropriate care. In addition, the bill would require the Department to establish penalties for facilities that do not comply with these procedures. Senate Bill 242 is the product of three years of work between Senator Armbruster’s office, the Department of Job and Family Services, three crisis care facilities currently operating in the state, including Blessing House in Lorain County, which first brought the issue to the Senator’s attention.
The bill will now be referred to a Senate committee for further consideration.
