When Oberlin police Sgt. Victor Ortiz left for the 10-week FBI National Academy in Quantico, Va., this year, he knew he would find out a lot about law enforcement.
What he didn’t know is that he would forge real friendships with some 250 police officers and government officials involved in law enforcement from around the world.
