Good afternoon Bacon,
Well, my thoughts on the situation were similar to Cuyahoga County, but since we have less population probably need a smaller "council" than they would need.
Say we have one elected "county administrator" (or any other term that may seem appropriate) and then a council of 4 to 5. I would guess that both Elyria and Lorain (being the two largest cities) would have a representative and then an east side rep (say representing Avon, Avon Lake and North Ridgeville, Eaton), a south side rep (Wellington, Grafton, Penfield) and then a west side rep (Amherst, South Amherst, Veermilion, Birmingham) would make up the council. My apologies if I left out any townships (and I know I must have missed at least a few).
Anyway, that would constititute the county's governing board.
The details of hieracrhy still need to be worked out (haven't read all of issue 6 yet), but I believe this would be a viable management system for our county.
